Lead Smart Inc, a US pay-per-call and lead-generation affiliate network for home services and a top-three network in OfferVault’s Top Networks Survey for seven consecutive years, is expanding the training and support it provides to affiliate publishers outside the United States — a group that now represents a substantial and growing share of its more than 10,000 registered publishers worldwide, with the heaviest concentrations in Pakistan and India.
The economics are unusual. Lead Smart pays publishers for generating qualified inbound phone calls from US homeowners to home-service contractors. Because a homeowner ready to hire is worth far more to a contractor than a click, payouts per call are high: as of 11 August 2026 the network’s public payout tool listed net payouts reaching $497.50 for a single water-damage call, $365.50 for fire-damage restoration and $288.50 for biohazard remediation, across 416,715 ZIP-by-service payout rows in all 50 states.
For a publisher in Karachi, Lahore, Delhi or Bengaluru, that single call can exceed what many local salaried roles pay in a month.
The part of this business I did not expect to matter most is what happens outside the United States. Why pay-per-call travels across borders
Most US performance-marketing programs are difficult for international publishers to work: they require local payment infrastructure, ad accounts with US billing, or physical presence. Pay-per-call for home services is different. The publisher’s job is to reach an American homeowner searching for a plumber, roofer or restoration company and connect that person to a tracked phone number. The skills involved — local search-engine optimisation, ranking service pages, building and renting local sites, buying search and social traffic, understanding call intent — are learnable remotely and transfer directly.
What has historically blocked that cohort is not capability but access: which networks will approve them, which offers pay reliably, and whether anyone will teach them the specific mechanics of US local search. Lead Smart’s position is that removing those three barriers is the highest-return investment it makes.
A $477.75 call from a $2 domain
In August 2026 Paris Ali, an affiliate publisher based in Pakistan and founder of Rank Local, a company building rank-and-rent tooling for local lead generation, published a Ringba screenshot showing a single water-damage restoration call that paid $477.75 on a call lasting two minutes and twenty-one seconds. Water damage restoration is among the most competitive verticals in home services.
The method is the part worth noting, because it inverts conventional search marketing. Rather than beginning with keyword research, Ali began with payout geography. Using coverage data derived from Lead Smart’s public bid-coverage tool — Rank Local built a separate bid-coverage tool on top of it, adding further data — he searched for markets combining low population with high payout per lead, then checked which of those markets had weak search results. He registered a fresh .us domain acquired for roughly one to two dollars, built a niche site with Rank Local, and let the domain age. The call landed in month two.

Ali noted that the vertical makes the result more striking, not less: restoration is a category where a homeowner only calls a company they trust on sight, which normally favours established brands with large advertising budgets. He had previously reported converted calls in the $50 to $200 range from similar sites.
For Lead Smart the case illustrates why it publishes payout coverage openly rather than treating it as proprietary. A publisher who can see, before spending anything, which ZIP codes carry high payouts and thin competition does not need a large budget to compete — which is precisely what makes the model workable from outside the United States.
Support and education, not just approvals
Lead Smart staffs a support team available to publishers throughout the working day, assigns affiliate managers who work campaigns directly with publishers rather than handling tickets, and runs two of the larger communities in pay-per-call marketing — a Skool community and a Facebook group — where it publishes what is currently converting and teaches local SEO practice openly.

The other side of the call
The demand side is domestic and consolidated. Lead Smart serves buyers representing an estimated 50,000 or more home-service business locations nationwide — multi-market franchise groups and chains, private-equity-backed roll-ups consolidating plumbing and HVAC contractors, and marketing companies serving their own large client bases. Every call is screened by Lead Smart’s own call center before it is routed, so a contractor in Ohio receives a qualified homeowner, not a raw lead resold to four competitors.
